The New Hampshire Community Development Finance Authority (CDFA) administers the Recovery Housing Program, a federal SUPPORT Act-funded pilot that expands stable, temporary housing for people in recovery from substance use disorder across New Hampshire.
Funding and Deadline
CDFA’s State Fiscal Year 2025 annual report describes approximately $3.68 million in federal Recovery Housing Program resources. CDFA’s 2026 deadlines page says applications are accepted on a rolling basis from January 1 through December 31, 2026, with open submission until funds are expended. CDFA states that applications for its published deadlines must be received through the Grants Management System by 4:00 PM; the page does not separately label a time zone, so applicants should confirm the final submission time in the Grants Management System.
The currently posted October 2022 application guide states a ceiling of up to $250,000 per eligible activity and $500,000 per subrecipient when two different eligible activities are combined. CDFA’s June 2025 public notice proposed revising activity budgets to align with a $1 million maximum award, but the current Resource Hub still links the older guide. Atlas therefore treats the currently enforceable applicant ceiling as requiring pre-application confirmation with CDFA before budgeting.
Eligibility and Eligible Uses
The posted program guide identifies New Hampshire municipal and county governments as direct applicants. A nonprofit recovery-housing organization may participate as a subrecipient through its municipality or county, with the public recipient retaining responsibility for compliance. Posted eligible activities include public facilities and improvements, acquisition of real property, rehabilitation or reconstruction of residential buildings, and new construction of housing. CDFA’s June 2025 draft amendment also proposed adding lease, rent, and utilities, so applicants should verify whether that amendment is now operative before including those costs.
Application and Compliance
Applications are submitted through CDFA’s online Grants Management System. CDFA encourages a pre-application meeting before submission. Projects must serve individuals in recovery from substance use disorder and comply with applicable Recovery Housing Program/CDBG requirements, including low- and moderate-income benefit rules and 2 CFR 200. Applicant readiness, municipal authorization, required attachments, capacity, financial review, and other federal and state compliance requirements apply.
