Broad Eligibility

The lead applicant must be an Iowa Authorized EMS Service. Hospitals, public health agencies, clinics, home-health organizations and other healthcare partners may participate through collaboration or subcontracted roles under the EMS-led application, subject to the RFP.

The RFP explicitly permits telehealth devices, diagnostic equipment, connectivity and multidisciplinary rural partnerships, making it highly actionable for programs that can demonstrate a sustainable EMS-led service model, clinical oversight, reporting and measurable access gains.

Iowa HHS issued RFP PHTHOET27001 to initiate or expand Mobile Integrated Health services in defined rural Iowa areas. The model supports EMS-led care outside traditional emergency response, including community-based clinical services, care coordination, chronic-disease support and post-discharge follow-up.

Iowa HHS confirms that telehealth-specific tablets, diagnostic equipment, connectivity and other clinical technology may be allowable when directly tied to MIH implementation. Provider telehealth may also be integrated into the care model, subject to normal reimbursement and non-supplanting rules.
